The Government of Dubai Legal Affairs Department announced, in its latest periodic report, that it completed the drafting, review, and legal advisory support for 689 government contracts and agreements throughout 2025, with a cumulative value of approximately AED 54.7 billion. This work aligns with the Department's mandate to draft and review contracts and agreements for government entities upon request, represent them in negotiations, and provide vital legal advice during pre-execution phases.

Strategic Role

According to the report, the Department delivered pivotal legal support for highly complex, high-value projects, driving the execution of a diverse range of high-impact strategic initiatives. Notable examples include pioneering Public-Private Partnership (PPP) projects in infrastructure and urban development, advanced technology ventures, sovereign financing transactions, capital market programs, and legal frameworks for major investments and funding pools.

The Department also extended its legal advice to cover cross-border cooperation frameworks, international development and workforce initiatives, and sector-specific regulatory programs and quality accreditations. Furthermore, its support covered performance-based budget reforms, comprehensive strategic environmental and sustainability planning, and the regulatory oversight of major international events.

Key Performance Indicators

The report highlights the Department's sustained upward trajectory in legal work related to technology and Artificial Intelligence (AI), having successfully handled 256 requests in this field, a 14% increase compared to 2024. Notably, the Department achieved a remarkable 71% surge in high-value transactions. This growth directly mirrors Dubai's accelerating digital transformation agenda, driven by the expanded use of AI, the adoption of cloud-based government services, and reinforced cybersecurity capabilities. The Department also delivered specialized legal counsel for flagship strategic initiatives, including the Dubai Cashless Strategy, major cloud infrastructure deployments, cybersecurity frameworks, and next-generation digital governance models.

The number of government entities benefiting from the Department's services in drafting and reviewing contracts and agreements rose to 41 entities during 2025, marking an 8% increase compared to 2024. This rise reflects the growing confidence in the Department's role as a key enabler of efficient government operations.

His Excellency Dr. Lowai Mohamed Belhoul, Director General of the Department, emphasized that the legal support provided in drafting and reviewing government contracts and agreements is driven by the Department's commitment to actively contribute to the Dubai Economic Agenda (D33). This is achieved through the development of a comprehensive, agile, and integrated legal governance framework that reinforces confidence in the Emirate's legal and investment ecosystem. His Excellency noted that the Department's milestones in this sector reflect growing trust in its role as a key enabler of efficient, legally sound, and strategically aligned government operations. This approach directly supports the vision of the wise leadership to cement Dubai's position as a global benchmark for investment, innovation, and future-forward governance.
