Addressed a Practical Guide for Government Departments in Dubai The Government of Dubai Legal Affairs Department Organizes Awareness Workshop on the Characteristics and Stages of Arbitration

In alignment with Dubai Arbitration Week 2025, the Government of Dubai Legal Affairs Department hosted a workshop focusing on the characteristics and stages of arbitration. The session delivered a practical guide tailored for Government departments, entities, and institutions across the Emirate of Dubai.

The workshop was presented by Zahra Rose Khawaja, Legal Counsel from Government Arbitration Disputes Affairs at the Department and was widely attended via video conferencing by a number of relevant employees from various Government entities throughout the Emirate.

The workshop, which was conducted in both Arabic and English, began with an introduction to the significance of arbitration in dispute resolution as an alternative method to litigation, highlighting the key differences between arbitration and litigation before the Dubai Courts and the DIFC Courts.

In practical manner, the session discussed the course of arbitration proceedings, starting from the preliminary steps, moving through the formation of the arbitral tribunal, subsequent arbitration hearings, and the appointment of technical experts, and concluding with the post-award phase, including the ratification, recognition, and execution of the arbitral award.

The workshop also drew attention to the special considerations that Government entities must prioritize, especially since many of them may become a party to contract-related disputes. The workshop focused on the key factors Government entities must rigorously assess before selecting arbitration as a dispute resolution method, allowing them to determine if it is, in fact, the most appropriate mechanism for settling a conflict.

The session further elaborated on the crucial role of Government entities throughout the proceedings, detailing how they can effectively participate to ensure judicial objectives are successfully achieved. Participants received practical tips designed to assist legal and technical teams within Government entities in managing arbitration efficiently across its various stages and, critically, avoiding procedural risks.

The workshop stems from the Government of Dubai Legal Affairs Department's efforts to raise legal awareness, in accordance with its roles and mandates, through its training activities, promoting best practices in dispute resolution, and strengthening the capabilities of government entities in Dubai with a view to managing arbitration proceedings efficiently and effectively.
