Article of His Excellency the Director General on the Occasion of International Law Day

Law permeates all aspects of social and human life: it regulates the conduct of individuals and communities, enshrines the fair principle of the rule of law, defines rights and obligations, and provides the stable environment required for development. This makes law inherently connected to contemporary transformations, including the technological revolution that has ushered us into the era of artificial intelligence (AI). The use of AI has brought about a profound shift on how tasks can be performed, both at the individual and institutional levels. AI systems and tools have created promising and fast-growing opportunities to develop and deliver services and to enhance their efficiency and quality.

AI is being utilized in numerous legal tasks such as legal drafting including drafting of contracts and agreements, analysis of data based on legislative provisions, and court rulings that a legal professional relies upon in the course of performing their work. AI can even, to some extent, be used to provide legal advice, settle disputes, etc. All this highlights the importance of the fact that keeping pace with the evolution of legal work—and preparing for the fast-approaching future shaped by human ambition—is inseparable from our ability to harness modern technological tools to continually raise the standards of professional legal performance. At the same time, we must remain mindful of the challenges that accompany these opportunities, such as issues of legal liability, compliance with legislative and ethical standards, and the protection of privacy. These challenges inevitably arise whenever new technologies create new possibilities. Indeed, these very issues were the focus of the Law Conference organized two years ago by the Government of Dubai Legal Affairs Department, which discussed the legal challenges associated with the use of AI.


In line with its longstanding commitment to future readiness, the UAE has established regulatory frameworks, launched initiatives, and adopted policies that reflect a leading and proactive national approach to the governance and use of AI technologies. The UAE has also developed a legislative framework incorporating AI, recognizing the crucial role of these technologies in the legal system, starting from legislation itself. In parallel, the UAE has strengthened the presence of AI in various Government sectors to improve service delivery, streamline procedures, and foster the flexibility and efficiency that the UAE—and Dubai in particular—consistently seek in their public services. This has been achieved by building AI-powered technical infrastructure while also raising awareness of the ethical responsibilities that come with its use. This aligns with the wise leadership's directives to introduce AI as a subject in schools, ensuring that future generations are equipped with the knowledge and tools needed for their digital future.​

As we join the world today in celebrating International Law Day, we affirm that the UAE's commitment to fostering an environment conducive to the use of AI technologies will have a profound impact on shaping the future of legal work. This will be evident in the quality of services delivered by Government legal institutions, in the streamlining and improvement of judicial procedures, and in the regulation of legal practice itself. Such progress enhances the services provided to clients of law firms and consolidates the UAE's leading position in achieving expeditious justice and upholding the rule of law.
