The Government of Dubai Legal Affairs Department completes over AED 53 billion in Contracts and Agreements in the First Half of 2025

Reflecting Confidence in the Emirate's Investment and Legal Landscape

In a new report, the Government of Dubai Legal Affairs Department announced that it completed the drafting, review, and legal consultation for 328 Government contracts and agreements during the first half of the current year. This achievement is in accordance with its establishing law, which tasks the Department with drafting, reviewing and advising on contracts and agreements on behalf of the Government or Government entities.

The report noted that the total value of these completed contracts and agreements reached AED 53 billion, exceeding the full year total of AED 39 billion recorded in 2024. A significant proportion of this value relates to major infrastructure and public-private partnership (PPP) projects across the Emirate, where the Department's legal counsels played a key role in supporting Government entities in the legal review and negotiation of complex contractual documentation. This achievement underscores the Emirate's continued investment in strategic development initiatives and reflects the robustness of its legal framework, which enhances investor confidence and safeguards the rights and interests of all parties through strict adherence to applicable legislation.

Specialized Legal Support

In the first half of 2025, the Department recorded a significant increase in legal transactions for media, communication and technology contracts compared to the same period in 2024. This confirms the Department's growing role in providing legal support for the Emirate's digital and commercial transformation. The Department's specialized legal support for high-value technology, media and commercial contracts exceeded half a billion dirhams during this period.  In parallel, the Department also provided extensive legal support for high-value infrastructure and public-private partnership (PPP) projects across key sectors.

The report also highlighted that during the same period, the Department provided specialized strategic legal consultations for a range of high-impact technology initiatives, including the Dubai Cashless Strategy. For this initiative, the Department were engaged by the Department of Finance to advise on key contractual frameworks and partnerships and draft appropriate contractual documentation to enable the further growth of secure digital payments through the integration of new financial technology. In addition, specialized legal support was provided for Government agreements related to cloud infrastructure, various cybersecurity initiatives and agreements associated with enabling artificial intelligence-based innovation.

Key Partner

In this context, His Excellency Dr. Lowai Mohamed Belhoul, Director General of the Department, affirmed that these figures highlight the increase in the legal support transactions completed by the Department. This includes work on financial technology contracts, vital AI infrastructure projects and the integration of these technologies into various government sectors. In addition, the Department has played a pivotal role in supporting public-private partnership (PPP) projects across key strategic sectors, contributing to the Emirate's long-term infrastructure development plans.

His Excellency noted that the Department continues its role as a key partner for strategic innovation and operational excellence in the government sector. This is achieved by drafting and reviewing all contracts and agreements, with a particular focus on specialized and complex contracts and agreements as well as providing legal consultation on regulatory frameworks, data governance and supporting accreditation processes.

Dr. Belhoul noted that this instrumental role is integral to the wider efforts of Dubai Government sectors in supporting the Emirate's fast-paced economic and development targets. The Department's work aligns with the vision of the wise leadership that has solidified Dubai's position as a global hub for investment.
