The Government of Dubai Legal Affairs Department: (469) Voluntary Legal Services Delivered in H1 2025

The Government of Dubai Legal Affairs Department announced that its Voluntary Legal Services Smart Portal received 469 requests for pro bono legal services during the first half of this year. This marks a significant 58.4% increase compared to the same period last year. The Portal, provided by the Department, aims to assist individuals seeking free legal advice from registered advocates and legal consultants participating voluntarily in the Portal.

The Department clarified that the Portal, launched in 2018 on its website and smart application, stems from its social responsibility to support the legal profession's engagement in pro bono work. Currently, 395 advocates and legal consultants registered with the Department participate in the Portal, which offers users services across 48 areas of law.

Flexible Services

His Excellency Dr. Lowai Mohamed Belhoul, Director General of the Department, stated that the Portal offers flexibility for both service providers and beneficiaries. Those seeking advice can apply at any time by specifying the area of law they need assistance with. They can then choose one of the advocacy or legal consultancy firms from the available list, according to the required area of law, and select a convenient time slot offered by the firm.

His Excellency Dr. Belhoul emphasized the Department's commitment to collaborating with its government partners to provide a smoother service experience. In cooperation with the Dubai Digital Authority, the Department made the voluntary legal service available through "Dubai Now," the unified government services application in the Emirate of Dubai. This allows users easy and secure access to the service by logging in via their UAE Pass application.

Supporting Measures

His Excellency the Director General of the Department explained that to encourage the participation of legal practitioners on the Portal, the Department credits the voluntary legal services provided by its registered legal consultants to community members as part of their non-mandatory continuing legal professional development activities required for the annual renewal of their legal consultant's registration with the Department.

It is worth noting that the Portal has been awarded the Innovative Waqf mark, an accreditation granted by the Mohammed bin Rashid Global Centre for Endowment Consultancy (MBRGCEC) to entities demonstrating sustainable community contributions based on the innovative waqf concept
