The Government of Dubai Legal Affairs Department includes mediation skills for dispute resolution into its Continuing Legal Professional Development Programme for Registered Legal Consultants

As part of its ongoing efforts to qualify and train registered legal consultants, the Government of Dubai Legal Affairs Department has incorporated training on client representation skills during mediation in civil and commercial dispute resolution into its Continuing Legal Professional Development programme, which designed for all legal consultants registered in the Emirate of Dubai.

To renew the registration of a legal consultant to provide legal services in the Emirate of Dubai, it is required to complete (16) training hours annually, including eight mandatory hours for courses specified by the Department, and others covering topics chosen by the legal consultant from external training providers accredited by the Department. In this context, the Department has initiated training on client representation skills during mediation as part of the mandatory hours for renewal requirements, which makes the Department the first regulatory entity in the world to include such training in its mandatory programs for qualifying legal practitioners.

His Excellency Dr. Lowai Mohamed Belhoul, Director General of the Department, pointed out that the inclusion of this training stems from the ambitious project adopted by the Department since 2022 to enhance the role of mediation in resolving civil and commercial disputes. This aligns with the evolving legislative frameworks at both local and federal levels, promoting mediation as a primary dispute resolution alternative to resorting litigation or arbitration. His Excellency emphasized the importance of legal consultants possessing the necessary skills when representing clients before mediators in disputes, ensuring continuous enhancement of service quality and efficiency within the legal sector, and strengthens public trust in the legal system in the Emirate.

His Excellency Dr. Belhoul explained that the programme, which relies on interactive learning and practical training, includes an introduction to the legal framework for mediation in disputes, equips consultants with the skills to analyse the client's position and assess the feasibility of using mediation as a means of resolving the dispute, and to effectively represent the client throughout the stages of mediation.​

It is worth noting that the training program is delivered in partnership with the European Centre for Mediation (ADR Center), a leading European authority in civil and commercial dispute mediation, recognized for its high volume of disputes it mediates annually.
