“Legal Affairs Department” holds a Workshop on Global Legislative Comparisons in AI and Cybersecurity

The Government of Dubai Legal Affairs Department held a workshop on “Artificial Intelligence, Digital Assets and Cybersecurity: A Comparison of Law in the United Kingdom and the European Union", which was attended remotely by more than (250) legal and technical professionals from various Government entities in the Emirate of Dubai, in addition to a number of legal practitioners registered with the Department.

The workshop, presented by Joseph Lee, Professor of Commercial and Financial Law at the University of Manchester in the United Kingdom, aimed to raise awareness of the legislative regulation of artificial intelligence in the European Union compared to the United Kingdom law. The speaker explained that while European law classifies AI applications in light of the risks that may be associated with their use, the UK does not have a comprehensive law regulating AI, but rather a set of general principles that apply to certain sectors and institutions, which are allowed to develop the rules governing the application of AI.

Professor Joseph Lee discussed the definition of crypto assets, digital rights that can be transferred or stored electronically, and gave a thorough explanation about digital asset classifications and the legal rules governing them, referring to the Regulation on Markets in Crypto-assets (MiCA). This Regulation aims to enhance market confidence and attract investment by requiring cryptocurrency service providers to obtain licenses and follow strict operational standards to protect users and ensure integrity and transparency, and test systems to ensure their compliance with the rules before launching or putting them into service.

Professor Lee touched on the European Cybersecurity Act and the requirements it imposes on products with digital elements to ensure the highest level of cybersecurity. He also referred to the Digital Operational Resilience Act, which aims to ensure the ability of banks and their technology sectors to resist cyber-attacks to protect the interests of these banking institutions and their customers from any potential risks that may target devices and software with digital elements.
