​New Judicial Horizons​​

The supreme goal of law is to achieve justice, which makes legislative flexibility that responds to latest economic and social developments, and to any potential future changes, an indispensable factor in the success of the legal system in any society, and an essential pillar in establishing solid, advanced legislative structures capable of protecting the rights of individuals, institutions, and governments. This way the law, can be a vehicle to support comprehensive development aspirations.

The United Arab Emirates boasts a pioneering legal method of enacting legislation that charts national strategies that achieve the directives of the wise leadership, and maintain the lead globally, while taking into account the rights and duties of all those to whom such legislation applies. The United Arab Emirates has also been keen to create a favourable legal environment by adopting modern trends in dispute resolution, through legal alternatives that ensure speedy settlement of disputes by amicable and negotiated means. This can be seen most clearly in many of the laws issued by the UAE, locally and federally, to allow new alternative methods of litigation, without resorting to courts. Therefore, new justice horizons came to light to support the legislative goals and values in the UAE, which create a favourable investment climate, streamline procedures to ensure the achievement of justice, and save time, effort, and legal expenses.

In line with these efforts, and as part of its inherent remit in arbitration, the Government of Dubai Legal Affairs Department adopted an ambitious project to enhance the role of mediation in resolving civil and commercial disputes as one of the alternative methods of litigation, by developing capabilities and negotiating skills, and exchanging knowledge and practical experiences, which contributes to reinforcing individual and institutional practices in mediation, and raising awareness of its importance as one of the ways to achieve justice. The Department also engaged in partnerships to benefit from international experiences, which support the effective implementation of local legislation in mediation, in line with international standards that achieve the highest levels of trust, integrity, transparency and impartiality.

The United Arab Emirates, as it joins the world in marking the World Law Day, stresses that it will always set a unique example for keeping up with latest developments to enhance the principles of justice, uphold the rule of law, ensure social stability, and foster a culture of tolerance and coexistence in all life activities governed by law, which is a framework that ensures that protection of the interests of all society segments and puts them all on an equal footing, and achieves expeditious justice. That is a true embodiment of what the rule of law should be like.
