In Accordance with a Neutral and Transparent Process Legal Affairs Department achieves 44.3% in Amicable Settlement Efforts in 2023

​Performance reports issued by the Government of Dubai Legal Affairs Department show that the Department over 2023 achieved 44.3% in amicable settlement out of the total number of Government disputes received, which means such disputes were settled without taking legal action.

The report shows that the Department, over the last year, held 535 sessions with parties to complaints, as part of seeking amicable settlement. For that matter, the Department handled 1318 online and telephone inquiries, through communication channels provided for Department customers. The Department also provided amicable settlement in 6 languages, which reflects the diversity of communication tools necessary to reach amicable settlement and avoid taking legal action as far as possible.

The report also shows that, to achieve its amicable settlement targets and ensure coordination with Government entities, 152 complaints over 2022-2023 were resolved and settled immediately upon the Department receiving them, without the need to even file them by complainants, thanks to a swift process created by the Department to achieve expeditious justice, by appointing a coordinator for each Government entity, to be the go-to contact person, to promptly handle incoming complaints.

Neutrality and Transparency

Director General of the Department, His Excellency Dr. Lowai Mohamed Belhoul, pointed out that the Department's amicable settlement efforts enhance community confidence in the neutrality and transparency of Government procedures and confidence in the efficiency of the legal system of Dubai Government, in addition to minimizing Government disputes brought before judicial authorities, saving time, effort, and costs of disputes that may be incurred by parties to the claim before court.

Development of Capabilities

Senior Legal Counsel Salah Bin Kalban, Director of the Government Disputes and Claims Directorate, explained that, pursuant to Government Claims Law No. (3) of 1996 and its amendments, and its Establishing Law No. (32) of 2008, the Department has mandate to receive complaints and claims filed against Government entities and seek amicable settlement thereof, through a negotiation process aimed at resolving the dispute between the parties, whereby each party proposes solutions to reach an amicable settlement of the dispute, pointing out the Department is keen to equip its team with the skills and techniques of a professional mediator, in line with best practices.
