In (18) months The Legal Affairs Department holds (72) knowledge sessions for newly registered advocates and legal consultants

​    As part of its tasks in training and qualifying legal practitioners in the Emirate, the Government of Dubai Legal Affairs Department held, during 2023 and until the middle of this year, (72) knowledge sessions for newly registered advocates and legal consultants, with a total of (840) attendees.

The sessions introduced participants to the applicable local and federal legislation and resolutions regulating the advocacy and legal consultancy professions. These included Administrative Resolution No. (51) of 2022 Adopting the Bylaws Concerning Registration of Advocates and Legal Consultants in the Emirate of Dubai, issued by the Department, which specifies the registration requirements and the right of audience permitted for an advocate before Dubai Courts, and the conditions governing that. The sessions also shed light on the obligations by legal practitioners in combating money laundering, and the financing of terrorism and illegal organizations, in a way that enhances confidence in the legal system in the Emirate.

In order to enhance awareness of professional conduct, the awareness sessions discussed the considerations that must be taken into account in professional practice by legal practitioners to maintain the reputation of the Emirate of Dubai in providing legal services to clients, without prejudice to any of the duties of the advocacy and legal consultancy professions, or violating the rules for practicing the profession, whether towards their clients, the judiciary, their colleagues, or any member of society.

The sessions also explained the legislation and bylaws regulating the profession, after completing the registration of new advocates and taking the profession oath for legal consultants. These rules stipulate that no activity other than the provision of authorized legal services should be practiced, and that the firm's owner and partners, as well as advocates and legal consultants working therein should work full-time in the firm, and not to engage in any commercial or professional activity during that time except for teaching or training in one of the areas of law or professions.

The sessions shed light on the Voluntary Legal Services Smart Portal launched by the Department in 2018, through which legal consultations are provided free of charge to members of the public. The Department invites registered advocates and legal consultants to participate in this volunteer work in a manner that establishes the role of the profession in entrenching social responsibility.

His Excellency the Director General of the Department, Dr. Lowai Mohamed Belhoul, highlighted the Department's keenness to continuously raise the bar for the practice of the legal profession by qualifying registered practitioners, especially as they enter the labor market, to ensure the provision of the best level of legal services in the Emirate, and to implement the Department's strategy to boost efficiency of the legal professional sector by enriching the legal and skills knowledge to increase its competitiveness and contribution to the development, as well as ensuring compliance with legislation to maintain the legal profession reputation in the Emirate of Dubai.
