Legal Affairs Department and Department of Economy and Tourism in Dubai Discuss Strengthening Cooperation in Supervising Licensing Advocacy and Legal Consultancy Firms in the Emirate

As part of its efforts to foster strategic partnerships that support its role in regulating legal professions in the Emirate, to ensure a pioneering practice in this vital sector, the Government of Dubai Legal Affairs Department held a coordination meeting virtually with the Department of Economy and Tourism in Dubai to discuss mechanisms of joint cooperation between the two sides to address establishments that provide legal services in violation of the type of commercial license granted to them by relevant entities.

The meeting, which was attended by Dr. Juma Obaid AlFalasi, Director of the Advocates and Legal Consultants Directorate, and from the Department of Economy and Tourism in Dubai, by Mr. Abdulaziz Youssef Al-Tanak, Director of the Commercial Control Department, and Ms. Sheikha Omair Al-Ketbi, Director of the Commercial Registration Sector, highlighted the importance of monitoring of commercial establishments to ensure full compliance with the nature of licenses granted to them in the practice of their activities, through continuous field visits to record any violations.

Dr. AlFalasi stressed that the Department, pursuant to its establishing law and the functions entrusted to it to license and regulate the advocacy and legal consultancy professions and monitor their work, conducts field visits to record any actions in violation of Executive Council Resolution No. (22) of 2011, which stipulates the imposition of fees and fines on any person in violation of the rules and procedures for practicing the advocacy and legal consultancy professions in Emirate, including offering or providing to offer legal services by persons not licensed by the Department.  Dr. AlFalasi also highlighted the Department keenness to enhance joint cooperation with relevant entities, locally and federally, to protect the profession from any violation of rules and procedures as stipulated by law, to protect its reputation and protect the rights of clients who receive legal services in the Emirate.

In that context, Mr. Abdulaziz Al-Tanak pointed out that the Field Control Department of the Department of Economy and Tourism in Dubai carries out regular inspections on various commercial establishments in the Emirate, in cooperation with the relevant licensing entities, immediately handles any reports concerning violating licenses and takes the necessary action in accordance with Executive Council Resolution No. (13) of 2011, Article (3), which can amount to the temporary closure of the violating establishment for a period prescribed by law, which does not exceed six months, and the establishment shall not be reopened unless the violator pledges to conduct only the authorized activity, or obtain necessary approvals to conduct other activities.

At the end of the meeting, the two sides stressed the importance of maintaining this coordination, and unifying their efforts to ensure that violators of commercial licensing legislation are deterred, so as to protect the reputation and prestige of practicing the legal professions in the Emirate of Dubai.
