"Legal Affairs Department" holds a Training Workshop on an Integrated System to Report Violations of the Rights of People of Determination

The Dubai Government Legal Affairs Department, in cooperation with the Community Development Authority  (CDA)- Dubai, held a training workshop for its employees, to raise awareness of a system to report violations of the rights of People of Determination in the Emirate of Dubai, and to protect them from all kinds of abuse, discrimination, neglect and exploitation, through a dedicated channel  of communication.

At the opening of the workshop, the speaker from the Community Development Authority in Dubai, stated that according to Law No. (3) of 2022 on the Rights of People of Determination in the Emirate of Dubai, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai "May God protect him", a person with a disability, his care-giver, or any person witnessing any incident of abuse, discrimination, exploitation of the person with disability, or any violation or denial of the rights granted under this Law, its implementing bylaw, or the relevant legislation in force, must report it to the concerned authorities, each within its own jurisdiction.

The speaker explained to the attendees that in consideration of the confidentiality of the procedures that are followed in reporting violations of the rights of people of determination, when a report, complaint, or grievance is filed by any person other than the care-giver of the person with disability, the concerned authorities must not disclose the identity of the person who filed the report, complaint, or grievance without first obtaining his written permission.

The workshop also introduced to attendees the channels of communication with the CDA such as the hotline 800988, and the "Sanad Relay" application which allows people with hearing disabilities and speech impairments to contact the CDA. The workshop also explained "Wojhati", a service which provides information and consultations that serve people of determination, their families, and members of society in general, and "Hemayati", an App which allows complaints and reports from People of Determination to be received.

Mariam Al Hammadi, Acting Director of the People of Determination Department at the CDA, said that Law No. (3) of 2022 Concerning the Rights of Persons with Disabilities in the Emirate of Dubai mandated the CDA to establish a system dedicated to people with disabilities to enable them to report the violations committed against them and take the necessary measures in this regard, and to establish an integrated system to receive, follow up and deal with complaints.

Al Hammadi affirmed that the CDA provides an integrated system to protect people of determination which includes two options. The first is the hotline 800988, a 24-hour helpline to receive complaints and reports. The second is the CDA Sanad Relay application working in collaboration  with the relevant authorities in the Emirate to respond to any violations effectively and in a timely manner.

Al Hammadi concluded the workshop by stating that the CDA is sparing no effort to raise awareness throughout society regarding the new reporting system as an easy channel for communication, to foster respect for the rights and dignity of People of Determination.
