Service Description:

The Government of Dubai, Legal Affairs Department has been mandated to draft and review contracts and agreements of which the Government and other government entities are parties to, upon their request, to ensure compliance with current  legislation. In order to preserve and protect the overriding interests of the Government of Dubai, the Department shall:

  • Draft and review contracts that creates financial obligations on Government entities (such as material supply contracts, works contracts, and all types of service contracts), including revenue generating agreements for Government entities (such as sale or lease agreements of movable or immovable property) to ensure compliance with the provisions of Law No. 6 of 1997 Concerning Government Contracts in the Emirate of Dubai;
  • Provide assistance and legal advice to Government entities in drafting and reviewing all information and documents necessary for determining technical specifications, required quantities, conditions of payment, performance bonds, penalty clauses, etc. to ensure compliance with the provisions and procedures stipulated in the Law governing Government Departments Contracts.
  • Provide assistance and legal support to Government entities with respect to all aspects of negotiations with suppliers and service providers regarding terms and conditions set out in contracts and agreements ensuring the protection of the Government entities interest is met.
  • Review all articles of association pertaining to companies and corporations established by the Government or other Government entities including  companies that the Government is party to.
  • Compiling and maintaining an archive of all documents relating to contracts, and agreements, treaties and memorandum of understanding that the Government or other Government entities entered into with external entities.
