Policy, Terms and Conditions
Purpose:
The aim of this Policy is to outline Library membership and borrowing rules.
Requirements for Membership:
- Provide Employee ID card.
- The Library does not accept any other ID for proof of identity, as membership is specific to employees of H.H. The Ruler's Court and affiliated departments.
- Library members may use its services within the limitations and guidelines set out by this and other Library policies.
Library members may:
- Request materials for reading inside the library.
- Access online resources provided by the Library.
- Borrow materials in accordance with the borrowing rules.
Members should present their Employee IDs to check out materials.
Responsibilities of Library Members:
- Take full responsibility for all activities and transactions associated with their membership accounts.
- Return all materials checked out by the due date.
- Keep Library materials in good condition - It is strictly prohibited to cut off, tear, mutilate or otherwise intentionally withhold any such materials.
- Act immediately upon receiving recall and overdue notices.
- Comply with all copyright laws.
- Comply with all publishers' guidelines and terms of use when using databases.
- Acknowledge that materials will not be lent to any other person.
- Notify the Library about any changes to your registered email or phone number.
- Notify the Library when you leave work permanently.
- Return all materials checked out before leaving work and notify the Library directly or via the Human Resources Section of the entity in which the member is employed.
- Acknowledge the Library's right to cancel membership.
- Notify the Library about the item they would like to check out if it is damaged or in poor condition before checking out.
Library Responsibilities:
- Member information will only be used for the purposes of providing Library services and will not be given out to third parties except as required by law.
- The Library will not assume any responsibility for any damage to personal equipment, software or data during the use of Library materials.
- The Library will not assume any responsibility for the use of any ideas, concepts, images or data contained in materials checked out by a member.
- Intellectual property laws apply to the Library. These laws will be announced and enforced at all times.
Borrowing Rules:
Library members may borrow books as follows:

An item may not be transferred from one borrower to another, and no person may borrow on behalf of another.
Items that cannot be borrowed
- Journals
- Magazines
- Any materials that the Library management determines that they cannot be borrowed.
Online Resources Access:
Members must comply with the terms of use available on the websites that provide the online resources. The Library does not own these online resources, but it has the right to access them under licensing agreements with their providers and publishers. Please visit the online resources for relevant terms of use, as different publishers have different terms of use.
Renewals:
Books borrowed can be renewed once either by using the means of communication approved by the Government of Dubai (Teams and E-mail) or by returning the book to the Library, unless the material is on hold by another member, recalled or if the account is suspended due to overdue items.
The renewal period for borrowed materials is 15 days.
Returning Items:
Members must return all items borrowed by the due date to avoid suspension of borrowing privileges. All materials borrowed can be returned to the Library. Failure to receive "overdue notice/ reminder" is not an excuse for not returning the materials on the date due or not renewing them.
Holds:
Members can, through the librarian, place a hold on an item on a first come, first served basis. A maximum of two holds can be placed at any given time.
Recalls:
Any item borrowed is subject to recall by the Library for any reason. Borrowers who receive recall notices are responsible for returning the items requested before the recall due dates.
Notices:
Borrowed Items become overdue if they are not returned or renewed by the due date. Before any overdue notices, borrowers receive a reminder by email
two days before the due date.
- For any overdue item, the member receives an overdue notice after the due date, and the notice will be resent each week.
- After the fourth overdue notice and if we do not hear back from the member, Library membership and borrowing privilege will be suspended.
Lost Items:
An item is considered lost if a member informs the Library that the item is missing. Members must pay the price of the item lost at the price quoted in the Library database or purchase a replacement. If no price is mentioned in the Library database for the lost item, members will pay the market price determined by the Library.
Members can replace the lost items with new items of the same title, author and publisher. For out-of-print items, the replacement charges will be determined with the Librarian.
Damaged Items:
Items will be considered damaged due to the following:
- Pages are washed out and content is not readable.
- Pages are torn.
- Content is scratched out or written over.
Members are responsible for damage to the items they borrow and will be charged the replacement cost, according to publishers' prices.
If there is no price quoted for the damaged item in the Library database, members must pay the market price determined by the Library.
Members may replace damaged items with a new item with the same title, author, edition and publisher.
